THE GENDER BILL, A BITTER PILL FOR SOMALIS.

Somalia ranks amongst the ten poorest countries in the world. With a population of around 12.3 million it is estimated that 43 per cent of the population live in extreme poverty (less than 1 US dollar a day) and over half of the labor force are unemployed. The main source of livelihood is livestock management. The main livelihood groups are urban (42 per cent), rural (23 per cent), nomadic (26 per cent) and IDPs (9 per cent). Somalia’s gross domestic product (GDP) per capita of US $284 is the fifth lowest in the world. Remittances are estimated to account for 35 per cent of GDP.

Out of a population of 12.3 million, about 4.7 million people are dependent on humanitarian aid and livelihood assistance. (4.7). More than 300,000 children under the age of five are acutely malnourished, and 1.7 million children are out of school. The country is prone to drought and flooding and suffered a famine in the South in 2011 in which 258,000 people died – half of them under 5. There are 1.1 million people internally displaced with insecurity the major cause of displacement (86.2 per cent), followed by drought (7.8) and lack of livelihood opportunities and 1 million refugees in neighboring countries. Somali is termed a failed state, worst country to be a mother, most dangerous places on earth.

Paradoxically with all this independent international and regional reports, the sheikhs or Somali Ulamas as they call themselves got it all wrong again, there is no institutional or structural link between the different lobbies and government department for gender, ask about the relationship between the sharia courts and state social department, there is none. This has brought confusions about whose role and who should do what to do? The mixed uproar reaction towards the recent draft national gender policy that was signed into law by the Somali cabinet, the Somali sheikhs or ulamas, though I don’t actually know what that has to mean, religious reps or some kind of watchdogs, they in the strongest terms possible condemned what they then referred to, an anti-Islamic bill,  they seemed some kind of confused elements, am sure they didn’t even read the script, I was astonished the points they were highlighting  wasn’t there in the draft policy, encouraging adultery, providing condoms, abortion, and Worsley gay marriages,  I thought this allegation were serious and took the time to read the script, to mention few of the  education and health recommendations in the bill.  adopting and operationalizing a gender sensitive health policy, access to primary healthcare, providing scholarships for health related courses, reproductive health services for youth women and men      including persons with disabilities, health infrastructures in rural areas, equal access to HIV-AIDS information for treatment and prevention and care for women and men living with the disease.  And for gender and education, the same implies it was all inclusive and comprehensive documents. I suggest These people who lied to the Somali public, should be prosecuted in order to avoid such kind of havoc that can undermine national reconciliation process.

The draft clearly and more elaborate way identifies the need for policy adoption to fight with gender-based violence, women empowerment, rural and extension development, school enrolment, mortality rate, and empowering  women and the disabled through providing equal opportunities, this policy has come at a time when Somalia is emerging from over two decades of destructive civil war that has destroyed social, political and economic structure of the country, I will not be apologetic to say, throughout the civil war, Somali men were emasculated and Somali women were disproportionally affected by the conflict. It’s a glimmer of hope such as the recent development in Somalia, security improvement, new political dispensation, international recognition and support opportunities for social and economic transformation, this policy formulation come at a timely moment, it will provide guidance for a gender sensitive programming.

The current Somali regime *DAMU JADID*   much-ignored culprits that have used religious sectarian influence to rule the nation. Just like any other Islamic groups be it radical or moderate as the mainstream stakeholders may refer to, the damu jadiid is recognized as a covert sect and secret cliques than being an openly structured  political group with transparent political agendas, can we say the bigwigs of damu jadiid felt threatened by the considerable rally of well educated and clean hand Somali women eyeing top political seats, and they are trying to turn the mats upside down using a religious card to bar women and create a community mass frustration in order to sideline them. The current government, their political strategy is defunct and redundant. Take for example the like of DR. Maryam Kassim, she left a legacy for the first time Somalia has a national school syllabus and we know how she was removed out of office fraudly, the nihilistic subsequent strategy of the current regime.

In Feb. 2014 a contagious report by human rights watch titled *here rape is normal* horror tales of women abuse from wadajir IDP, comprehensively reports on sexual violence to the vulnerable. Most cases the perpetrators go unpunished in the report we see a victim went to the police station to report she has been raped, but she bleed porously, the police tell her to go home and wash herself, but before she left they tell her to wash the floor she was bleeding, they gave her a brush and she cleans the floor she never goes back to the police station this happens often, to ignore this problem is like playing the politics of ostrich, covering the head assuming the danger is gone, Somalia need to acknowledge the problem and make a change, a change of attitude then, a political change.

FOOD AID AND ITS UNEXPECTED CONSEQUENCES

 

Food aid today is widely and accurately considered an instrument for addressing acute and chronic food insecurity in low-income communities. Although the main food aid programs were not originally focused on humanitarian objectives, and despite the fact that donor country agricultural surplus disposal, trade promotion and other motives still sharply constrain what can be accomplished with food aid, the core intent of most food aid today is plainly to relieve unnecessary human suffering. In a world in which nearly half the population survives on $2/day or less, more than 800 million people go to sleep hungry any given night, and a child dies every five seconds due to hunger-related causes, the need to respond to the poor’s need for food is ever-present and widespread. While there is effectively universal agreement as to the desirability of the goal of reducing acute and chronic food insecurity, there remains considerable dispute as to how effective food aid is in achieving the goal. Part of the concern stems from the multiple objectives that underpin many food aid programs, sometimes inducing suspicion that the humanitarian face of food aid is merely a morally appealing cover for inherently objectionable corporate subsidies. But much of the concern arises instead because the ultimate impacts of food aid programs, like any other policy intervention are not always as intended.

The distinction between intentions and impacts is often an important gulf in debates over food aid, with those who question programs’ impacts challenged by those who assert the programs’ good intentions. The problem is that unintended consequences are sometimes quite important. The concept of unintended consequences is a staple of economics. The basic idea is that the actions of governments, firms, individuals and other societal actors alter the incentives and constraints faced by other decision-makers, leading to feedback through induced behavioral response. Such feedback effects are often hard to anticipate but very real nonetheless. Unintended consequences can be favorable, as in effect of individually self-interested behavior leading to socially desirable outcomes or the “crowding-in” effects of certain public investments that induce complementary private investment. But generally people think of negative effects when they refer to unintended consequences, the attenuation of expected benefits due to some induced response to the original intervention. The unintended consequences of food aid are commonly lumped under an individual, household, or community exhibits dependency when it cannot meet its immediate basic needs without external assistance.                                                                                              Dependency thus defined is not necessarily an undesirable outcome. For households that cannot support themselves, such as those without able bodied adults, dependence on external assistance is very likely to be welfare enhancing when the alternative is destitution or worse. To distinguish this type of dependency from the more common.                             This definition is a refer to this welfare-improving sort as “positive dependency.” Helping individuals, communities and organizations meet basic needs when they otherwise could not, fostering positive dependency  is indisputably desirable. Indeed, positive dependency is almost always intended. Food aid programs aim to save lives among acutely food insecure populations. The undesirable aspect, “negative dependency”, arises when meeting current needs comes at the cost of reducing recipients’ capacity to meet their own basic needs in the future without external assistance. Negative dependency typically arises when individuals, households or communities alter their behavior in response to the provision of assistance that unwittingly creates disincentives to undertake desirable behavior (e.g., to grow a crop, or to allocate time to work). Debates and discussions surrounding ‘dependency’ often confound short-term and longer term negative effects but they are almost invariably about the unintended consequences of a food aid intervention. The objective of this background paper is to briefly summarize the literature on the intended and unintended consequences of food aid, emphasizing the latter because the former are reasonably obvious.                 To understand how positive or negative effects can arise from food aid, it helps to have a conceptual framework in mind. One approach is to begin with the idea that households control a bundle of assets or endowments. These include physical capital (agricultural tools, livestock), natural capital (owned land, access to common property resources), human capital (in the form of knowledge, skills and health), financial capital (cash-in-hand, bank accounts, net loans outstanding), and social capital (networks, norms and social trust that facilitates coordination and cooperation). In addition, households have labor power, the physical ability of household members to generate income. Households allocate these endowments across a number of activities including agricultural production, wage employment (both locally or elsewhere via migration and remittances), and non-farm, own-business activities. These allocations are based on perceptions regarding current and future returns to these activities, their variability and the extent to which returns move together (co-vary) or diverge. All these activities generate income. In addition, households may obtain income via transfers from other households, NGOs or from government. With this an insurance effect before (ex ante of) the flow, and a transfer effect after (ex post of) the flow. Both effects can alter behaviors (e.g., by changing incentives) and can generate positive dependency or can trigger negative dependency. The former are typically intended effects, while the latter, undesirable consequences are invariably unintended. But they can often be anticipated through thoughtful analysis.

SOMALILAND THE STATEHOOD CONSPIRACY

SOMALILAND THE STATE THAT NEVER WAS

 

It’s hard to imagine anything more frustrating than viewing Somalia as a failed state .Somalia was a success story in Africa, demolished paradise, despite 23 years of civil war, it seems situation changes from worse to worsen, am not totally ruling out hope, but the entire Somali fraternity need to change, a change for the better, am coming to believe that all of us are ghosts, it’s not what we inherit from our mothers and fathers, it’s the shadows of dead ideas, opinions and convictions we all believe and thrive inn.

A self-declared independent state that is internationally recognized as the autonomous region of Somalia, the government of Somaliland regards itself as the successor state to the British Somaliland protectorate which become independent on 26th June 1960, the trust territory of Somalia (Italian Somaliland or southern Somalia), united with British Somaliland to form the democratic republic of Somalia, history may always repeat itself or circulate like dynamo chain, but what pose a greater threat is what the future holds for Somalia and Somaliland,

Somalis need to be smart enough, moderate enough, innovative enough when dealing with national unity and reconciliations, we can give the status quo swift kick in the pants that it deserve and embark on a new thinking’s very different from before, imagine as you are reading this article 4 Somali states living side by side with peace and harmony like in the gulf Arab world, more antagonistic argument may arise basically economical capability but it’s an idea itself,.

There is an alarming rate of global food insecurity specially third world countries, conceptually to fight and reduce food insecurity, agriculture is a vital tool, farming and rearing of animals comprises mainly in three dimensional factors, natural physical geography( water), be it the rain water or irrigated, fertile soil, secondly is the labor force, lastly is financial backup to farmers, in this context today I would like to talk about the determinate factor, which is a conceptual and theoretical framework of financial policies in the agricultural sector.
“it’s an eternal mistake to call Africa a poor continent but the most depressing reality is that many Africans think so”, the term credit unions is not widely used mostly in sub Sahara Africa, despite the existence of some premature forms developed by non¬-governmental organizations, most credit unions and co operate societies limit their services to members whose savings provide the financial basis for the lending operations, however African governments can benefit from the experience of India and china to support agricultural co-operatives where various credit co-operatives are organized in multi-leered structures and are used as a vehicle for channeling government and central bank funds to farmers co-operatives and to individuals. In northern Kenya where I come from there is a very tragic depletion of animal resources due to number of factors and mainly farmers luck financial assistance when there is famine and disease breakout, there is a form of localized money lenders which is known as “ayuuta” and this is a debt given by local money lenders, but it’s associated with much worse consequences if the farmer fails to repay the debt,
1: the farmer will lose his investment money
2: the labor he has put in the farm will be lost in the clear air
3: the framers will also lose his physical asset as a compensation for the debt. And eventually no famer will dare thus collapse of the whole sector.
for stiff and faster agricultural development to be reached and fight food insecurity in Africa, agricultural finance should be put in place, with respect to finance should emphasize on improving the efficiency and productivity of all credit unions and provided with a platform of borrowing money from banks in order to avail money to farmers, effectively solving the agricultural risk, policy planners should take into consideration both ex-ante and ex-post analysis of risks associated to agriculture in order to design appropriate gateway for the term loan process, this will include, careful selection and supervision of clients and feasibility appraisal of the investment, portfolio divertisification, risk base pricing, securing loan comprehended risk.

painful love

Love is a feeling that is actualized through love actions, it’s all about caring and showing positive feelings to those that do love you in return or that don’t love too, it’s a pleasure, leisure, luxury and entertainment, nourishes the  heart when someone feels he or she is loved,  it can also be poisonous when it explores out of expectations, it’s a self driven attitude that no one can stop it until you find the one person your heart wishes for, beauty is in the eyes of the beholder. People around you may sometimes discourage you depending on what so ever reason they give but one ominous rule is your life is your life follow your feelings in order for you to live on your expectations.

You may ask yourself why am so potentially grieved its from a point of experience, the human heart is one piece of thing that cant accommodate two things at once this is more emphasis mentioned by nature, thus two things will follow, you can’t do two things at one time, you can’t be a student and love at the same its incredibly difficult even if u do so, and very few made to marry their studentship love also it’s the sweetest way to love, the second thing you can’t marry more than one wife and echoed that the love for your wives is equitable it will be a pure lie basing my argument on my mentor the chosen saint of Islam got difficulties in managing this, what about you, an ordinary man it will be the least possible thing that can happen.

In every society you will always hear so many stories of heartbreaks and difficult moments listening to every young man and lady are full agonies and glad tidings, as one typical one of my best friends story, despite all odds that was in the ground at that moment Omar was madly in love with his village Portia, to an extend he can’t have a good sleep if he hasn’t wished her goodnight, Somalia was in turmoil for 23 years, Omar was forced to leave behind everyone he loved and cared for to look for better life in order to make them fulfill their dreams, Ayan was his priority and giving her the best life every single lady is dreaming off was one thing that made him risk his life in the desert  terrains and suicidal oceans towards Europe, a journey full of evils, jail, it’s a journey in which a person’s kidney is more valued than his life, a journey of not less than a year, ayan was now a lone and couldn’t trace Omar’s where abouts, while she was  in this situation another man come into her life, just an exchange of messages via watsapp, she was his favorite prey, Mohamed was a retailer in johansberge south Africa, a bite well off than Omar and ayan thought this was the opportunity because Omar nowhere around, but what never understood was love moments she took with him, she underestimated the power of love, she forgot that material world is just not more than what eye can see, she never thought of what her new lover will be, despite that she just mate him on social network she agreed to marry, Mohamed come they got married in a short period of time, leaving her behind with a piteous thing whimpering for life he divorced her after a year,  Omar made it and was now in Sweden life has changed and he was eager to make things work for Ayan but unfortunate enough he was told ayan married a year ago and now she a single mother divorced a year after her marriage, life is so short don’t get hallucinated by the worldy materials, a cry over a poured milk for ayan and lose of a loved one for Omar…………..

Human rights are needed not for life but for a life of dignity, the universal declaration on human rights like any list of human rights specifies minimum conditions for a dignified life, it tell us little about life in many countries. Based on moral vision of human nature am a grieved man in many ways when I keenly observe or necessarily read about the life of the people of OGADENIA, though human rights authorize and empower citizens to act to vindicate their rights to struggle in order to create a world they enjoy, the OGADENIAN STRUGGLE yet to bear fruit, oppression never stopped, its perhaps surprising that all this is less talked, if  I glance back at history, TPLF, EPLF, ONLF, were the three main rebel groups who were in contagious rebellious antagonism with the then Ethiopian government, in 1991 the constitution  of the country stated that every citizen was allowed  with a third approval of the regional parliament to held a referendum of separation or independence,

 After an intensified fighting within the Eritrean land, Ethiopia troops were devastatingly destroyed and over powered, they had to give inn and allow Eritrean’s  separation, and after a long discussion and UN intervention the Eritrean flag was for the first time raised, however the relationship between this two countries was and will always be complex and problematic because Eritrean’s  hell know that Ethiopians will never be for good and I come to understood Isaiah Afawerkis interpretation of Ethiopia when I see the LIYU POLICE most probably  the cruelest police reservist in the face of this globe, murdering, maiming, cleansing and genocide is the order of the day,

The situation of the western Somali state is as corrupt and harsh as hell, I can’t say the regional government is a representative for the people, as we have seen state s are the principal mechanism by which internationally recognized human rights are protected and implemented but  ABDI ILLEY’S regime is doing the opposite of that with the international community’s eyes closed or perhaps ignoring, one advice to him is that the discontent of the masses sterilizes the contentment of the privilege few and the discontent of the few losses itself in the contentment of the many, the privilege few will not rally around you in the moments of difficulty they try to side track justice, make history now this are your own people. There was a regional negotiation and diplomatic talks that was going on between Ethiopia and ONLF which was brokered by Kenya, the first session of the talk was all about setting a framework for the coming sittings,  which was schedule early 014, and one ominous thing that was agreed was that the talk will be of no conditioned one from both sides, and the Ethiopian government was necessarily pessimistic in the first talk so they retaliated by first changing their representative to military personnel rather than diplomats, secondly they  conditioned the talk that ONLF agree to accept the Ethiopian constitution , why would they? because they vehemently know that this  fight started because of the constitution itself so to make it a condition means you aren’t ready for talks, thirdly am sorry to say this, Kenya should be more serious on regional superiority complex, how comes Ethiopia’s secret police can in abroad day light kidnapped the ONLF negotiators from a hotel within Nairobi’s central business district , I urge Mrs. Amina  Kenya’s  foreign cabinet to look into this matter as diplomatic and foreign policy’s violations to Kenya and promptly request the return of this guys who were kidnapped,
